Lake Estes Shoreline Repair Project RFP


Sealed Bids will be received by the Estes Valley Recreation & Park District (hereinafter referred to as EVRPD, District or Owner),

The Estes Valley Recreation and Park District is seeking services for the repair and riprap replacement of the southeast and Northern shorelines of Lake Estes, located at 1770 Big Thompson Avenue (Lake Estes Marina), Estes Park, CO 80517. This property is located on federal land administered by the Bureau of Reclamation; the District is the managing partner.

Project work includes the replacement of riprap on the southeast shoreline which eroded during the 2013 flood for approximately 80 feet below the Lake Estes concrete trail. The northern shoreline work area is approximately 16 feet in length and 10 feet of slope.

Project documents will be available beginning Wednesday, September 14, 2022 and bids will be received until 12:00 PM (MST) on Thursday, October 6th, 2022. Bids may be deposited at the District Administration Office, 660 Community Drive, or mailed to P.O. Box 1379, Estes Park, Colorado 80517. No faxed or emailed Bids will be accepted. Sealed Bids should be in an envelope labeled “Lake Estes Shoreline Repair”. Bids will be opened and publicly read to all those present at 12:00 PM on Thursday, October 6th, 2022 at the District Administration Office, 660 Community Drive, Estes Park, CO 80517. No Bids will be considered which are received after the time indicated, and any Bids so received after said time shall be returned to the Bidder unopened. Bids will be received on a cost per unit price basis as set forth in the Bid Proposal.

The District reserves the right to reject any or all bids or any bid part, to waive any formalities or informalities, or to accept a Bid or combination of Bids, if any, which in its sole and absolute judgment will under all circumstances best serve the District’s interest. No Bid will be accepted from any firm, person, or corporation, who is a defaulter as to surety or otherwise, or is deemed incompetent, irresponsible, or unreliable by the District.

Where items of equipment and/or materials are specifically identified by a manufacturer's name, model or catalog number in the Invitation to Bid documents, only such specific items may be used in the Bid unless prior written approval of other material has been obtained from the District or their designee. Applications for such approval shall be submitted in duplicate at least six (6) working days prior to Bid opening date. Applications for approval of alternative equipment and/or materials shall be accompanied by a typewritten listing of the specified manufacturer and catalog number, and shall also state in typewritten detail any and all significant details in which each item requested for approval differs from the item specified in the project documents. Failure to list such information shall not relieve the Contractor from providing properly functioning or fitting materials, regardless of the approval action taken by the District or their designee.
