Mary's Lake Campground Project RFP



Sealed Bids will be received by the Estes Valley Recreation & Park District (hereinafter referred to as EVRPD, District or Owner),

  1. Estes Valley Recreation and Park District Administration Office, 660 Community Dr, Estes Park, CO 80517 until 12:00 p.m., (MST), on February 7, 2022. 
  2. Bids may be deposited at the District Administration Office, 660 Community Drive, or mailed to P.O. Box 1379, Estes Park, CO 80517.

No faxed or emailed Bids will be accepted. Sealed Bids should be in an envelope labeled “Estes Park Campground at Mary’s Lake Electrical and Water Distribution System Improvements Phase II”.

At said place and time, and promptly thereafter, All Bids that have been duly received will be publicly opened and read allowed to all those present at 12:00 p.m. on Monday, February 7, 2022. Vendors submitting Bids are invited, but not required, to attend the opening. Sole responsibility rests with the vendor to see that their Bid is received on time at the stated location. No Bids will be considered which are received after the time indicated, and any Bids so received after said time shall be returned to the Bidder unopened. Bids will be received on a cost per unit price basis as set forth in the Bid Proposal.

The Agreement provides for the construction of Electrical & Water Distribution System Improvements, Phase II, at the Estes Park Campground at Mary’s Lake, located at 2120 Mary’s Lake Road, Estes Park, CO 80517. This property is located on federal land administered by the Bureau of Reclamation; the District is the managing partner, hereinafter referred to as the Work.

Project work includes the replacement of secondary electrical and water distribution to approximately 25 RV Hookup camp sites and shower house and the layout of connection electrical pedestals water spigots and bollards at each campsite. The primary power extension will be performed by the Town of Estes Park Power and Communication as required. Therefore, the scope of work being proposed for bids is based on the secondary electrical and water distribution to the campsites and the layout of electrical pedestals and water spigots. EVRPD staff will provide the layout for the utilities locations.

A pre-bid conference will be held at 12:00 p.m. on Wednesday, January 19, 2022 at the Estes Park Campground at Mary’s Lake, located at 2120 Mary’s Lake Road, Estes Park, CO 80517 Attendance at this meeting is not a requirement for submitting a Bid for the Work.

A Bid Guarantee in an amount equal to 5% of the total Bid amount is required at the time of the Bid Opening. The Guarantee must be a certified check payable to the Estes Valley Recreation and Parks District or a satisfactory Bid Bond executed by the Bidder.

Work can begin March 1, 2022 and must be completed no later than May 13, 2022. Within ten (10) days of the date of the Notice of Award, the successful Bidder will be required to furnish a Performance Bond and a Payment Bond in the amount of one hundred (100) percent of the Contract Amount, guaranteeing faithful

performance and the payment of all bills and obligations arising from the performance of the Agreement. No Bid may be withdrawn within a period of sixty (60) days after the date fixed for opening Bids.

The District reserves the right to reject any or all bids or any bid part, to waive any formalities or informalities, or to accept a Bid or combination of Bids, if any, which in its sole and absolute judgment will under all circumstances best serve the District’s interest. No Bid will be accepted from any firm, person, or corporation, who is a defaulter as to surety or otherwise, or is deemed incompetent, irresponsible, or unreliable by the District.

Where items of equipment and/or materials are specifically identified by a manufacturer's name, model or catalog number in the Invitation to Bid documents, only such specific items may be used in the Bid unless prior written approval of other material has been obtained from the District or their designee. Applications for such approval shall be submitted in duplicate at least six (6) working days prior to Bid opening date. Applications for approval of alternative equipment and/or materials shall be accompanied by a typewritten listing of the specified manufacturer and catalog number, and shall also state in typewritten detail any and all significant details in which each item requested for approval differs from the item specified in the project documents. Failure to list such information shall not relieve the Contractor from providing properly functioning or fitting materials, regardless of the approval action taken by the District or their designee.
