ESTES PARK CAMPGROUND AT MARY’S LAKE WATER & ELECTRICAL
DISTRIBUTION SYSTEM IMPROVEMENTS; PHASE 2
FOR THE ESTES VALLEY RECREATION AND PARK DISTRICT
The Estes Valley Recreation and Park District (EVRPD or District) is seeking services for the construction of Water & Electrical Distribution System Improvements, Phase 2, at the Estes Park Campground at Mary’s Lake, located at 2120 Mary’s Lake Road, Estes Park, CO 80517. This property is located on federal land administered by the Bureau of Reclamation; the District is the managing partner.
Project work includes the replacement of secondary electrical distribution to approximately 25 RV hookup sites and the layout of connection pedestals at each RV site. In addition, the project work includes the replacement of water distribution lines and associated yard hydrants in 25 RV hookup sites and 3 additional locations.
Project documents will be available beginning Wednesday, February 17th, 2021 and bids will be received until 12:00 PM (MST) on Monday, March 22nd, 2021. Bids may be deposited at the District Administration Office, 660 Community Drive, or mailed to P.O. Box 1379, Estes Park, Colorado 80517. No faxed or emailed Bids will be accepted. Sealed Bids should be in an envelope labeled “Estes Park Campground at Mary’s Lake Water & Electrical Distribution System Improvements Phase 2”. Bids will be opened and publicly read to all those present at 12:00 PM on Monday March 22nd, 2021 at the District Administration Office, 660 Community Drive, Estes Park, CO 80517. Vendors submitting Bids are invited, but not required, to attend the opening. Sole responsibility rests with the vendor to see that their Bid is received on time at the stated location. No Bids will be considered which are received after the time indicated, and any Bids so received after said time shall be returned to the Bidder unopened. Bids will be received on a cost per unit price basis as set forth in the Bid Proposal.
A pre-bid conference will be held at 12:00 PM on Friday, March 5th, 2021 at the Estes Park Campground at Mary’s Lake, 2120 Mary’s Lake Road, Estes Park, CO 80517. Attendance at this meeting is not a requirement for submitting a Bid for the Work.
Copies of the Contract Documents, complete with Drawings and Specifications, may also be obtained from Cornerstone Engineering & Surveying, Inc., 1692 Big Thompson Ave., Suite 200, Estes Park, CO 80517, upon payment of a non-refundable fee of $50.00 per set (send an additional $10.00 per set if local mailing is requested). Checks shall be made payable to Cornerstone Engineering & Surveying, Inc.

A Bid Guarantee in an amount equal to 5% of the total Bid amount is required at the time of the Bid Opening. The Guarantee must be a certified check payable to the Estes Valley Recreation and Parks District or a satisfactory Bid Bond executed by the Bidder. The bid bond form below is being provided as a courtesy and is not required. A similar bid bond form with all pertinent information will be acceptable.
Work can begin September 28th, 2021 and must be completed no later than December 17th, 2021. Within ten (10) days of the date of the Notice of Award, the successful Bidder will be required to furnish a Performance Bond and a Payment Bond in the amount of one hundred (100) percent of the Contract Amount, guaranteeing faithful performance and the payment of all bills and obligations arising from the performance of the Agreement. No Bid may be withdrawn within a period of sixty (60) days after the date fixed for opening Bids.
Where items of equipment and/or materials are specifically identified by a manufacturer’s name, model, or catalog number in the Invitation to Bid documents, only such specific items may be used in the Bid unless prior written approval of other material has been obtained from the District’s Project Manager. Applications for such approval shall be submitted in duplicate at least six (6) working days prior to Bid opening date. Applications for approval of alternative equipment and/or materials shall be accompanied by a typewritten listing of the specified manufacturer and catalog number and shall also state in typewritten detail any and all significant details in which each item requested for approval differs from the item specified by the District’s Campground Manager. Failure to list such information shall not relieve the Contractor from providing properly functioning or fitting materials, regardless of the approval action taken by the District’s Campground Manager.
The District reserves the right to reject any or all bids, or any bid part, to waive any formalities or informalities, or to accept a Bid or combination of Bids, if any, which in its sole and absolute judgment will under all circumstances best serve the District’s interest. No Bid will be accepted from any firm, person, or corporation, who is a defaulter as to surety or otherwise, or is deemed incompetent, irresponsible, or unreliable by the District.
